Srila Prabhupada defines real culture and who has it

Prabhupāda: Enjoy. What is that enjoyment if you are going to die?
Harikeśa: It’s so incredible how crazy everything is.
Brahmānanda: Well, at least before I die, I can get as much pleasure as I can.
Prabhupāda: Nobody can, if he is actually afraid of death. Suppose if you are given a beautiful woman—”Enjoy, and as soon as you come out I will shoot you.” (laughter) Will you enjoy?
PuṣṭaKṛṣṇa: That’s a great example. That example would change the world.
Prabhupāda: That is the difference between a man of knowledge and a fool. Man of knowledge, that is that he knows he has to die. “But I don’t wish to die. So what is the solution?” That is man of knowledge.
Harikeśa: Sometimes they say “Well, why worry about death? It’s gotta happen anyway, so why should we worry?”
Prabhupāda: But you… You… Because you are rascal number one, you don’t worry, but that is the psychology. This is the example.
Harikeśa: But I want to enjoy right now.
Prabhupāda: Suppose that you enjoy this woman for few minutes. Then you will be shot down. Then will you be able to enjoy?
Brahmānanda: Actually they do that. When some man is to be executed in the prison they give him one woman the night before as a special consolation.
PuṣṭaKṛṣṇa: They finish him off completely. They ruin him. (laughing)
Cyavana: But death is very far away from me. I am only thirty years old. I don’t have to worry about death.
Prabhupāda: What is the guarantee that you will live thirty-one years? What is the guarantee that you will live thirty-one years? There is no guarantee.
Cyavana: But everyone else around me appears to be having fun and enjoying.
PuṣṭaKṛṣṇa: They can use this argument though, Prabhupāda. I‘ve heard it before, that “So God has placed us in this world. Okay, there is God, and He has placed us in this world, and He has created the world also, and He has made these things very, very enjoyable, sex life, and this and that. So why not enjoy if God has created it?”
Prabhupāda: That is foolishness. That is foolishness. It is not enjoyable. That is… If a criminal says, “The prisonhouse is very enjoyable,” it is like that.
Cyavana: But all the travel brochures and the advertisements, they say it’s nice here. All the advertising and travel brochures, they say it is nice.
Prabhupāda: Let him say, but prisonhouse, is it nice? That is foolishness.
Cyavana: But everyone else says it’s nice.
Prabhupāda: Everyone? I don’t say.
Cyavana: You are the only one who says it is not nice.
Prabhupāda:I am the only intelligent person. (laughter) That’s a fact. Mūḍho nābhijānāti.

Harikeśa: By chemically changing the genes in the living being we can, before conception, make a superior…
Prabhupāda: You can… First of all you be beaten with shoes. That’s all. Then you can.
Harikeśa: No, we’ve actually done it. We’ve changed some genes and made some people better. By experimentation we can make people
Prabhupāda: And your big, big cities are full with hippies. You cannot induce them to give up their LSD, and you are making better men. Better men is going to become worse. Just see how cheating.
Harikeśa: Oh, you mean once we make the better men they’ll just degrade again.
Prabhupāda: Simply bogus propaganda. [break]
PuṣṭaKṛṣṇa: …that their educational system has failed. Therefore they…
Prabhupāda: Yes. They should close the universities and chant HareKṛṣṇa.
PuṣṭaKṛṣṇa: So by birth they want to make better men. They can’t make them by culture.
Prabhupāda: No, culture… They adopt real culture. What do they know about culture? They’re killing their own children in the womb, and they’re cultured? Worse than the animals. The animals do not do that. These rascals, they are cultured? So wretched and fallen, and they are claiming to be cultured.
Harikeśa: So you can’t culture a superior man unless you are one yourself.
Prabhupāda: Hm?
Harikeśa: It’s not possible to culture a superior man unless you are one yourself.
Prabhupāda: Yes. First of all be yourself a cultured man, a gentleman. You are worse than animals. What animals cannot do, you are doing. HareKṛṣṇa. [break] …(cultured)man is defined by Cāṇakya Paṇḍit.
mātṛvat paradāreṣupara-dravyeṣu loṣṭravat ātmavatsarvabhūteṣu
yaḥpaśyatisapaṇḍitaḥ
Here is culture. First thing is, any woman except one’s own wife.
PuṣṭaKṛṣṇa: :What is that, Śrīla Prabhupāda?
Prabhupāda: :Any woman should be looked upon as mother. This is culture. Except his married wife, all women should be treated as mother. The brahmacārīs were taught like that, “Mother.” This is culture. Simply they are trying to elope other’s wife, other’s woman, exploit them. And they’re cultured. There is no culture at the present moment. Mātṛvat paradāreṣupara-dravyeṣu loṣṭravat: “And others’ money should be treated just like pebbles in the street.” Nobody cares for it. So they are simply making plans how to grab others’ money. And Ātmavat sarvabhūteṣu: “And if you feel pains and pleasure, you should consider for others also.” If your throat is cut, then do you feel very happy? Why you are cutting the throats of the poor animals? Where is culture? There is no culture. Simply rogues and thieves and rascals and fools. Where is culture? They do not know what is the meaning of culture. Here is culture, three words:
mātṛvat paradāreṣupara-dravyeṣu loṣṭravat ātmavatsarvabhūteṣu
yaḥpaśyatisapaṇḍitaḥ
He is cultured.
PuṣṭaKṛṣṇa: Otherwise just animal.
Prabhupāda: Simply animal.
PuṣṭaKṛṣṇa: It is very logical.
Devotee: Śrīla Prabhupāda, should we call all the women “mother”?
Prabhupāda: Yes. And treat it like mother. Not only call, but treat it like mother.
Harikeśa: Actually we have not even any idea how to treat mother.
Prabhupāda: Learn it. At least mother should not be proposed for sex. This much you can learn. Mātṛvat paradāreṣupara-dravyeṣu loṣṭravat, ātmavatsarvabhūteṣu. [break] …two questions, that they have not gone to moon planet and they cannot make even a chicken egg, you make great propaganda.
Prabhupāda: The rascals will be proved that they’re really rascals.
PuṣṭaKṛṣṇa: They’re saying, “To make human being.” First let them make an ant or an egg.
Prabhupāda: Yes. Just see. Then? (Bengali) “You cannot catch even nonpoisonous snake, and you are telling that ‘I shall now catch cobra.’ “
 
Some Conclusions-In these two morning walks Srila Prabhupada clearly explains the mentality of a crazy person-which is basically, almost 100% of the human population today. And we have to live , practically  speaking, next door to them. These karmi mudhas have no culture despite their flair for advertisements, allurements, game shows, sports, cinema, and the list goes on. It is all based, as Prabhupada says, upon sex desire. 
And now today on the news I heard of some agitation from the homosexuals and lesbians who want to be “married’ and the state laws may be changing their “legal” status to define marriage as only between a man and a woman.
And then there is the huge battle brewing in the USA over abortion so called rights. These people are so insane they cannot even understand there is a life there in the womans womb and they have no right to kill it. And yet it has been going on here for over 50 years.
So Srila Prabhupada has rightly concluded- they have no culture and in fact are worse than animals. He also gives the simple definition of what constitutes culture by quoting Canakya pandit above. Simple and easy to understand but only a human being can do so. Therefore the time has come for Maya devi and all her agents to “thin the herd or so many undesirables” posing as human beings. After this cleansing process, Prabhupada has said our preaching will become more “effective”
These times will also be a test of devotees resolve to remain fixed at the lotus feet of Srila Prabhupada and Lord Sri Krsna and not get swept away in this cleansing process of Maya devi.
